Systems Evaluation Design and Implementation Group (SEDIG) has
assembled an experienced and skilled team to respond to
opportunities within the commercial and Federal market place. As
depicted in our robust Client listing the
SEDIG Team is comprised of multifaceted business units designed to
support multi-disciplinary operations. The Team works as a unit, in
partnership with the CLIENT,
to provide a seamless - stable platform for performing the work. The
SEDIG CLIENT team today consists of a
world-class partnership between contractors and Client
personnel that have complementary skill sets.
Systems Evaluation Design and Implementation Group remains
prime in its ability to handle the majority of the work called
for in the CLIENT solicitation. SEDIG
represents one of the Best managed, growing companies in the
Commercial - Federal arena. SEDIG has demonstrated its competence as
a small business provider that has grown and flourished in a highly
competitive market. SEDIG provides the CLIENT
a financially stable Prime that is comprised of a diverse and
talented workforce of seasoned professionals in Program and Mission
Analysis, Application Development, Concept Development,
Documentation, Independent Validation and Verification, Information
Technology Support Services, Logistics, Operations Research,
Technical Systems Maintenance/Enhancement and Troubleshooting,

corporate strengths and the skills of their personnel.
For example, Systems Evaluation Design & Implementation Group
(SEDIG) brings 250 combined years of systems integration,
acquisition, and information technology and telecommunications
engineering experience to Integration projects; positions assigned
to personnel under subcontracts reflect this skill and experience

the US Army Systems Integration, Department Of Commerce, Census

quality assurance plan practiced by everyone on a day-to-day basis
is more effective than an elaborate quality assurance overlay that
is pushed down from above on an intermittent basis in a disruptive
manner. All too often, elaborate metrics collection routines and
project audits consume the very efforts they are designed to
support, frequently disrupting critical paths by diverting the
energies of the personnel, supervision and management from the
productive tasks necessary to attain the project's goals and
objectives in accordance with the timeline established by the
customer.

perspective
Like our management plan, the SEDIG approach to risk management
is to employ industry and government best practices and
generally accepted practices to the down select process and the
implementation phase of the Client's
opportunity.
With such pivotal technology underpinnings as IT industry
consolidation still indeterminate at present, the SEDIG
Acquisition Risk Management Model (Figure ES - 1)
shows a generalists' orientation that guides the SEDIG Team's
efforts but does not constrain its actions prematurely.

With numerous capable companies competing for the
opportunities solicitations represent, there remain three facets
of the SEDIG Team's proposals that clearly indicate advantages

develop glue logic, define and implement processes, and
documents as necessary to manage the existing effort and then
manage the implementation tasks under the guidance of
CLIENT requirements and desires.

We make sure we understand Statement of Work (SOW) requirements and
the Client's mission, culture, and environment.
We are currently supporting vast multidisciplinary efforts on other contracts.
Establishing effective
communication channels and procedures are the critical elements of the
project. Our team fully understands that we will:
- Coordinate all activities with the CLIENT,
accurately track/post public inputs; and provide timely report information
through precise CLIENT/contractor procedures
and effective training programs
- Retain flexibility in incorporating any regulatory,
technological, systems/service environmental and/or business process changes
that occur in a dynamic environment
- Implement Quality Control (QC) and Quality Assurance (QA) plans to
meet current future and surge requirements through effective contractor
planning, documentation, and execution. We ensure that configuration
management and software controls are in place during life-cycle project
management. Our Project Manager will ensure that the QC plan is effectively
implemented. QC reports will be submitted to the CLIENT
COTR and any additional entities required
- Establish synergy between CLIENT and the
internal and external interfaces it requires, by continual analysis
of data and correlating calls/requests that have been recorded in our
database with information requests from the operations and call site.
For example, if a number of similar "Ad Hoc" calls are received on the
same subject and it is not addressed on the standard reporting system,
then this service requirement request may be submitted/standardized
with access via user desktops and web request enablement
- Continuous
systems/data base evaluation and upgrade/sizing forecasting to performance
tuning /processing and storage currently and future operations and requirements
- Document all software and hardware configurations, existing and future
- Solicit document customer requirements, development of formal requirement
analysis for submission to CLIENT for systems
enhancement/needs satisfaction review
- Assess the cost benefit value of moving from the present services
to a more cost effective and efficient systems/services by providing
a transition plan for review and approval. Report status in a timely
manner in accordance with (IAW) Statement of Work (SOW) by contractor
established and CLIENT approved report procedures
SEDIG performs constant trend analysis
to determine (1) center workload, (2) training deficiencies, (3) software
bug discoveries and fixes, (4) hardware failures, and (5) network outages.
Help/service call duration to customer satisfactory close out by since
inception, to systems enhancement/upgrade. i.e. "Success Criteria." SEDIG
internal systems/and management identify with the customer "Critical Operational
and Issues and Criteria (COICs)" and monitor it on a daily basis.
- Technical Approach: The SEDIG Team has
recent, relevant, and extensive experience in similar work. We
are fully qualified to support the Client's
potential plans to re-engineer the software/hardware and
maintain a secure and available operation of existing
information resources to the future relocation of existing
services for the Web and telecommunications services. This
includes the option of business process reviews and the analysis
of improving current services. Reviews and assessments are
reiterative processes. The SEDIG team, as teamed and in concert
with the CLIENT, will use its proven
life cycle process for performance goals and studies analysis.
- Define Goals: We will begin with an
analysis of the existing operations to define assumptions,
objectives, and success criteria for the project. These
definitions will be used to establish a project baseline. These
are used to provide a clear understanding of the objectives.
- Establish Requirements: We will next follow
a structured methodology to interview key stakeholders in an
effort to establish system and user requirements, which will
refine the established baseline and provide the final foundation
for development and transition.
- Evaluate Alternatives: Using our expertise
and experience, we will then evaluate alternative approaches.
These approaches will be compared with respect to compliance,
cost, benefits, and viability.
- Formalize Documentation: Information
analyzed during the above steps will be used to create
comprehensive reports and briefings to the CLIENT
to provide objective definitions, system concepts, alternative
approaches, transition plans, cost benefit analyses, and our
recommendations. Together, we will identify the most feasible
approach to our CLIENT's needs.
At this point, we assume that the CLIENT
will direct us to enhance the existing operations using the recommended
approach. This involves, but may not be limited to the following scenarios:
Writing plans and procedures:
Configuration/Release Mgmt/Training/Quality Control/Quality
Assurance/Training/Transition Plans
- Web integration
- Application development combining PeopleSoft, SAP, Oracle,
and other identified technologies
- Developmental and Operationally Testing
- Documentation
- Deployment
- Maintenance and Upgrades
- Reporting
Project Management: The project management
template approach that we will employ, for the effective and satisfactory
execution of this projects, is shown in Figure ES - 2.
Processes and services in support of the CLIENT
project is shown in Figure ES - 3.
During each phase of these life cycles, we execute many types of activities
which ensure Quality Assurance is integrated into each phase of a project
as shown in Figure ES - 4.
SEDIG assists organizations in applying Information Technology to solve
business challenges as shown in Figure SEDIG 5.
Our Configuration Management (CM) activities ensure program baselines
are established, and configuration control processes are defined, documented,
and complied with as shown in Figure SEDIG.

Our Release Management (RM) activities ensure that only authorized, significant,
and well-evaluated releases are incorporated into operation systems.
We also help establish, support and conduct Release Assessments Boards
(RABs). RABs determine where a release contains sufficient functionality,
improved functionality, or problems corrections to distribute to operational
sites or systems.
