Joe Showalter, MBA, PMP Senior Managing Partner
Civilian Personnel Systems, US ARMY, Headquarters Fort Belvoir,
VA.
Joe was contracted to assist and manage the Operations for the upgrade
of the US Army’s Civilian Personnel Systems division. I perform the software
systems requirements analysis, development activities, systems and network
capacity planning and the rollout and management services of Oracle ,
PeopleSoft , SAP ,MS Exchange, SQL, SMS products (140 hub sites world
wide) as well as providing the capacity planning and implementation of
the network architecture for switched and dedicated services of private
internet works and VLAN technologies. Extensive experience(5 years) in
ITEL modeling , Service charge back methods and systems and methods, Service
Level Agreements and implementations, tracking-metrics world-wide, this
effort also includes life cycle management operations and Disaster Recovery
Planning and operations. Telecommunications backbone, Oracle - SAP – PeopleSoft
deployments.
Department of Commerce, United States Census Bureau
Joe was contracted to manage and operate the Department of Commerce, US
Census Bureau’s network from 1997 to 2005. This includes capacity planning
for the US Census year 2000 - Census-, the movement of the Operations
center from Suitland MD to Bowie MD and the development and Operations
of their state of the art Network Operations Center (NOC). These projects
included all project management activities from concept to go live and
life cycle management operations currently in use. This includes service
modeling, service level agreements, intra / inter directorate agency vendor
charge back systems, daily monitoring, performance analysis, and configuration
management of their legacy systems – integration to new systems and the
use of a variety of capacity planning tools and network monitoring tools
for online planning and remote network management monitoring in a multi
–directorate, multi-vendor, multi-platform, multi-software environment.
Contract includes all documentation and Disaster Recovery Planning and
Management.
DIMHRS –(Defense Information Management Human Resource System)
Joe has fostered a strong relationship with DOD working with the directorates
and service personnel which DIMHRS will support and will replace 81 legacy
systems. It is estimated that when finished, DIMHRS will be one of the
world’s largest human resources systems. Joe has been providing PeopleSoft
tax, human resource, payroll and integration expertise as well as Military
Pay Logistics subject matter expertise to this project. Side by Side on
the DIMHRS Project. The Defense Integration Military Human Resources System
will support 3.1 million personnel.
Naval Facilities Engineering Command – NAVFAC
Joe assisted in the worldwide implementation of PeopleSoft / Oracle Project
to assist NAVFAC in managing their 210,000 construction projects around
the world. He also supported the NEADS and NSIPS initiatives inside the
Navy as well. He has been supporting the Navy through DOD contracts, NAVFAC
for over four years.
American Systems Corporation – Joe worked with ASC for
a number of years subcontracting on various projects inside the US Navy.
Our mutual projects have been focused around project management, ERP,
business process
Re-engineering, human resources, and information security.
SAIC – Joe has provided SAIC with subject matter expertise
on projects, proposals and other initiatives relative to the Defense Finance
and Accounting Service (DFAS).
US Secret Service – Joe has been working with the US
Secret Service and its Electronic Crimes Task Force for over three years.
I have been involved with many types of investigations handled by the
task force, which encompass a wide range of computer-based criminal activity.
Examples include e-commerce frauds, intellectual property violations,
identity crimes, telecommunications fraud, and a wide variety of computer
intrusion crimes that affect a variety of infrastructures.
Wal*Mart – Joe provided expertise to the world’s largest
corporation, Wal*Mart, for over two years, he also provided PeopleSoft
expertise to assist Wal*Mart in converting their Mexico Payroll Operations.
Sherwin-Williams – Joe serviced Sherwin-Williams providing
expertise for their global EDI operations through technical lead and project
management positions.
International Management Group – Joe performed a global
network assessment for IMG to improve the overall efficiency of their
SAP wide area network. This included traffic analysis (based on ITEL methods),
network engineering tasks, assessing mission critical applications, packet
shaping, and setting up various tools to monitor their global network,
establishing service level agreements and charge back systems and implementation.
IMG has over 85 offices in 32 countries.
MacWorld Publishing – We provided services west coast
operations were involved in servicing MacWorld Publishing. Our projects
inside MacWorld included information security, Unix Administration, firewall
installations, networking and secure remote access.
